Is there a simple photo editor that adds captions, arrows, etc?

I have GIMP, but it is a bit of a pain in the butt to use for that purpose. I wonder if there’s a simpler, specialized editor just for that.

Paint.NET is probably what you’re looking for - it’s like MS Paint on steroids - simple to use and can do all the things you mentioned (and critically, unlike MS Paint, it does it in an object based approach, so you can reposition and remove things after drawing them)

If you dont like paint.net there is also Pinta. Linux/mac/windows and source code, if you use something stranger.

There is also PicMonkey, which is done in the browser (no need to install anything, or even register). I just took a look and it has a variety of arrows, and can do captions.
