From a telephone line? ie, is there some number combo I can punch into my touchtone phone to disconnet the computer from the internet? Perferably without calling some emergency/pay per use service.
Also, if I just turn the computer off w/o disconnecting from my ISP (I’m on a slow slow dial up connection) will that have any negative effect on my account?

The easiest way to disconnect a Windows PC on a dialup connection is to right-click the connection icon in the system tray (the bit at the right-hand end of your task bar) and select ‘disconnect’ - I’m not sure that tones from a telephone on the same line would be regarded as anything more than noise.
No, it shouldn’t be detrimental to shut your computer down without explicitly disconnecting, as Windows will do that for you as it shuts down. If you mean simply turning the computer straight off at the wall (without first executing a proper shutdown), there are plenty of good reasons why you shouldn’t do that, but fear that the connection to your ISP may remain open, or that your ISP may get narky are not high on the list.
