A friend of mine created a satirical website that I think (for completely unbiased reasons, no doubt) is quite funny. I’d like to tell others about it, but I don’t want to post a new thread inappropriately. Would it be reasonable to open a new thread about his site in, say, MPSIMS, or would that be too “spammy”?
I was unsure, so I thought I’d ask first.

If the website doesn’t have any commercial motives, and if it doesn’t contain any illegalities, or stuff like full frontal nudity, you can just try and post it in MPSIMS. If, in the future, you’re sure of the forum, but unsure of the link you want to post, contact the appropriate moderators per e-mail - they can give you an answer directly after they check the link.
