Although I don’t agree with your overall premise that Trump is not suffering a significant mental decline, I think you are correct in this instance. Trump is saying that Antetokounmpo isn’t really Greek because his parents are Nigerian. And logically it follows that Harris isn’t really American, because her parents were Indian and Jamaican.
Counterpoint: Trump ALWAYS believes that he is/has more of anything than anyone else. I can easily see him believing that he must be part Greek because, in his tiny little head where everyone and everything is defined by racial stereotypes, he associates Greekness with masculinity (Aristotle Onassis was Greek, after all, and he married Jackie Kennedy, who was the most beautiful First Lady ever before Melania, right?), and he’s the manliest man who ever manned, therefore he must have some Greek in him.

As a consumate salesman, Trump has the ability to say just enough that a listener can project their own beliefs onto him.
