Jaws question--Brody and the bullets

I have seen Jaws 2once or twice in the past, and half watched it again last night. There was a scene where he was doing something to bullets at his desk. It looked like he was putting glue on the tips, then sealing that with candle wax.

What was he doing and why? I forget if it was ever explained in the movie.

The bullets were hollow points that Brody was filling with cyanide and then covering with wax.

Per a screenplay I found online:

Beyond the desk is the sea. A storm is coming. He unlocks a drawer and takes out: a box of .38 caliber hollow-point bullets, a twenty-five cc vial of sodium cyanide, and a disposable plastic syringe. From a cupboard in the dining room he gets a red candle. He turns the desk lamp on, opens the box of bullets. Carefully, one by one, he stands them on end.
