The original picture was released and does show that Jeb! had his “black” hand under shadow and it was not corrected when Jeb was pasted by the riverside, it was a mistake. Of course this points more to not paying attention to details. Not good to find out that that PAC is swimming in money but does hire cheap Photoshop/GIMP guys.

The ad in question has already been pointed out as an odd Photoshop error by a pro-Republican group not associated with the Bush campaign. I think this fits better in MPSIMS than in Elections.

I tried to see it as a shadow but it’s very distinctly a dark brown hand with light fingernails, the way any naturally dark-skinned person’s hand would look. I don’t think we’ve gotten the whole story here.

As for PACs hiring either whoever does the work cheapest or whoever’s union print shop has the most pull, I can confirm that from experience. I stopped doing political work, even for causes and candidates I supported, because they are either bound to use the party-approved suppliers (templates and shit work) or very cheapest option (just plain shit work).

The tweet from the PAC shows that the shadow is there darkening the hand, I would not be surprised that filters like contrast or level was applied on the whole body to make it stand over the river picture. That caused the hand under the shadow to darken just a bit more. Or the result is related to what contrast can do to the human eye. The graphics person just did not pay attention to the details.

I agree. If you download the “original photo” and zoom in, it doesn’t look the same as in the “black hand” photo. The hand in the “original” is lighter and has less contrast between the skin and the fingernails than the hand in the “black hand” photo.
