As I understand, if the electors for Florida aren’t chosen, then Congress steps in. However, Since Gore will cast the deciding vote in Senate and the House is Republican, the two houses won’t agree.
Then, I think by some obscure claus in the Constitution of the US, the governor of the disputed state becomes pres and the VP is the VP candidate from the governor’s party.

Almost correct. If the House and the Senate cannot agree, supposedly the result mandated in Title 3 of the U.S. Code is that the electors certified by the Governor of the state get to have their votes counted. Thus, Jeb Bush wouldn’t be President; the electors he certifies would have their votes counted, and they are pledged to vote for his brother.
Also, Congress only steps in the there is no majority in the Electoral College. If Florida sends no electors (not bloody likely) then I think Gore would win the majority of what’s left over.
