One of my friends has gotten his driving permit (about time at 28) to get a license in Kentucky. However, during that time, he moved out of state for a few months without getting his license. He returned and renewed his permit. Now the problem is that he says he has to wait another 6 months before he can get his driver’s license because of some odd law. Is this the truth or is he just trying to get out of getting his license?

Now this is for a teen, I know, but I would guess it would hold true for an older person getting a permit as well. Why did he wait so long?
Does having a valid permit for 6 months prior to applying for the licence all in one stretch? I can see where this could be confusing.
In Mississippi it is similar to what you describe. The 6-month permit period must be fulfilled all in one chunk before the issuance of the license.

People under 21 must hold a learner’s permit for 6 months before applying for a permanent license.
People over 21 must hold a learner’s permit for 30 days before applying for a permanent license.

The six month requirement was just imposed recently – within the past 5 years or so. I got my permanent license 32 days after my 16th birthday.
