Are there enough slots for the steak knives to fit? If so they belong there.
If there are not enough slots another location must be found for all of them, one or two steak knives in the block is just annoying.
I agree. It’s a matter of how many slots you have. Use the block to store your longer knives, see how many slots remain for the steak knives.

My knife block has a row of slots specifically for the matching set of steak knives. They’re vertical, underneath the rest of the set, where the holes are horizontal.
You shouldn’t keep any of your knives in a block, the excess moisture promotes rusting and premature dulling.

Hardwood can actually “Knick” your knives, for example, you are in a hurry and try to jam the larger chef’s knife in the slot for the bread knife.
I don’t believe in steak knives, anyway, meat too tough? Don’t eat it.
All my good knives are on a magnetic holder on the wall above the work surface.

Kitchen utensils shouldn’t be mixed with dining room utensils, so whether or not they belong in a block is immaterial. They just get in the way.
In my experience, kitchen knife blocks have slots of various widths and lengths to accomodate a selection of knives of different sizes. Steak knife blocks have a set of identical slots for a set of identical knives. And apparently there are combination blocks with both sets of slots. Bottom line, though, kitchen knives don’t belong in a steak knife block (and almost certainly won’t fit), and steak knives don’t belong in a kitchen knife block (though it may be possible to fit them in).
Now, if there are only a few kitchen knives in a kitchen block, such that the steak knives will also fit, I guess there’s no harm done to use it as a combination block.
Best to keep your knives lodged in the rotting corpse of the last person who wronged you. Acts as a great deterrent.

We’ve got a block for each right next to the other. Kitchen knives at an angle, steak knives on the vertical.
Hey, I’ll eat your share. IMHO, tenderness is way overrated. Give me a nice, flavorful and cheaper cut any day.
To answer the OP, steak knives go where the person who washed them wants them. Period. Anyone who has a problem with that can do the dishes.
