In my experience, there is definitely a cultural aspect to whether women enjoy hair-pulling. Women of Latin origin that I’ve encountered seem most likely to request having their hair pulled.

I’ve got English, Irish, and German in my blood. No Latin origin here.

In general, I’ve found that the women who like it are at least a little bit kinky. I’ve not found any cultural generalities, though. I had one black girlfriend who liked hair pulling when she had cornrows; you can just grab onto the braids and the pressure is spread across the whole scalp. She was no exception to the kinky = like rule. Very fun girl.
