alice_in_wonderland, you probably don’t know who I am, but I usually enjoy your posts and I almost always agree with what you have to say. But, in this case, you did sound like you were jumping on the soap box a little bit. Maybe you didn’t mean it that way, but I think that’s the way mhendo took it as well.
For me, it was the “Uh, I’m not sure that legality is the ONLY issue here…” that changed it from stating your opinion to judging others, and took it into preachy territory. (And actually, using “uh” three times in a row…)
Back to the OP, it almost sounds like this guy is trying to play into the human condition of wanting to rise up to a challenge. I mean, if he’s got the money to blow, what’s to stop him from being like, “Yeah, I challenge you to seduce me… Just go ahead and try.” and then just take his pick from the many beautiful women who will surely think of it as a game? Sounds fishy to me… and I wish I’d thought of it first.
Couple possibilities:

The statute says that licenses can’t be “granted” if the population is over 400,000. So the existing brothels could claim they were grandfathered.

I don’t buy it. He’s a rich guy in Las Vegas. Even the most high-priced call girl is going to be a far sight cheaper than $100,000, and I’m sure he can have his pick of women who just want to get with a rich guy for free.
I think the $100,000 is supposed to be motivation for him to maintain his celibacy – he now knows it will make the papers if he cracks, and cost him a chunk of cash at the same time. Sure, it’s dumb, but if you’re looking for attention, it’s not a bad way to go about it.
