Does it mean all queens of England (i.e., none of them have this thing)? While I was referring specifically to the current Queen of England when I composed the riddle, I am pretty sure a randomly chosen previous Queen of England would not have one.

Ramses got a passport in 1974. The Queen of England does not need one. Falcons get passports in some areas of the mid east. Horses are required to have them in England. Sorry not to have time to post links but they are all easy to find.
