I suspect the distribution is not symmetrical so while a few popular verses may be at the very top - which ones nauturally depending on which group you ask - a large number of dull verses would be tied for last place. It’s like saying who would be least likely to become president or to name the person who will never come to my house.
There’s also the one way at the end:
“Thou shalt take this with a grain of salt.”
I imagine it would be one of the ones containing a series of obscure names seperated by “begat.”
Quite possibly Matthew 21:17.
Or Revalations 22:20.
Well, I had to look that one up what with the smiley and all:

Impossible to answer. There is likely a dead heat amoung hundreds of verses from the later Prophets that are more or less unquoted and nearly unread.
