There is no “hand count” going on in New Mexico like in Florida. The only ballots counted by hand there are those rejected by the machine as unreadable because of damage. Not those that were double punched or not punched at all. Those are not being recounted. Neither side has asked for a recount - yet. They had a recount of absentee and early ballots because the machines in Bernalillo county were programmed wrong for the original count and they ignored straight party tickets. That’s where Bush picked up the votes to catch Gore.
