I didn’t find any crossover with Gimme a Break or What’s Happening. I don’t have time to look up every actor on Soap but that’s a possibility.
Rhea Perlman knocked out Cheers, and I though Barney Miller for a nanosecond but I’m watching through season 6 of L&O right now and Abe Vigoda appears as retired detective…Happy Days and Laverne & Shirley are out.
Looking at every show that was on the 1990 season primetime lineup with L&O (I’m the only one at work today and am bored and looking up old TV shows is a fun trip down memory lane), it looks like there are 4 (maybe 5) shows that went on to qualify. Another 10 met the requirements for consideration but did have cast members do L&O.
Appears to Qualify Empty Nest - Not seeing anbody who has done at least 10 episodes out of 170. Family Matters - Not seeing anybody who has done at least 10 episodes out of 215 The Simpsons - Not seeing anybody who has done at least 10 episodes out of 485. The Fresh Prince of Bel-Air - Not seeing anybody who has done at least 5 episodes out of 148. Ruling Needed Married…with Children - Seasons 4-11 in period and David Garrison (Steve) has appeared as a judge several times on L&O. However, he left the show in the middle of the fourth season but returned four more times over the years.
Eligible But Disqualified Beverly Hills, 90210 - All 10 seasons in period. Luke Perry in SVU Coach - 8 of 9 seasons in period. Kenneth Kimmins (43 episodes of 199) in SVU Full House - 5 of 8 seasons in period. Bob Saget in SVU In Living Color - All 5 seasons in period. David Alan Grier on SVU; Kelly Coffield Park on L&O x2; Kathleen Robertson in CI In the Heat of the Night - Seasons 4 through 8 in period; Cyrstal R. Fox in L&O Matlock - Seasons 4 through 9 in period; Daniel Roebuck in L&O; Kene Holliday (Matlock’s first PI) has done CI and SVU but all of his seasons with Matlock were out of the eligibility period. Murder, She Wrote - Seasons 7 through 12 in period; Angela Lansbury was in 1 ep of Trial by Jury Murphy Brown - Seasons 3 through 10 in period. Candace Bergen in L&O and Trial by Jury x3; Grant Shaud in L&O; Roseanne - Seasons 3 through 9 in period. Sara Gilbert in SVU; Alicia Goranson in SVU; Estelle Parsons in SVU; Martin Mull in SVU; Michael O’Keefe in CI x2, SVU x2, and L&O; Sandra Bernhard in SVU; Tom Arnold in CI Wings - All 8 seasons in period. Tim Daly in SVU; Steven Weber in SVU; Rebecca Schull in L&O and CI;

Seinfeld and Northern Exposure should go into the eligible but DQ category. Jerry Stiller was in the L&0. John Collum has been in multiple episodes of both L&O and SVU.
I would guess that someone from The Drew Carey Show would disqualify it. What about Whose Line is it Anyways?
Maura Tierney (Abby Lockhart) did an episode of L&O way back in Season 2 (1992).
Alex Kingston (Elizabeth Corday) had a multiple episode guest appearance on SVU.
Sherry Stringfield (Susan Lewis) did an episode of L&O in 2008.
Julianna Margulies did an episode in 1993.
Paul McCrane (Dr. Romano) did one in 1993 as well.
Ming-Na did SVU in 2004
Gloria Reuben did 3 episodes of SVU
I checked it last night and had my hopes up until I hit Cynthia Watros (52 episodes as Kellie Newmark on Drew Carey and a 2007 appearance in L&O: CriminalIintent).
