Dolly Parton looks like Dolly Parton in drag.
Loni Anderson looks like Billy Crystal in drag.
This is not a vote.
It’s a tough question since Dolly Parton has such an enormous range of looks in her lifetime.
I voted for Dolly since at her best (e.g. pre-plastic surgery) she was beautiful and talented and Loni at her best was mostly just beautiful.

I’m not voting because the question is wacky to me. As a straight guy, sure, I get the OP - which chesty, over-the-top blonde from the 70’s is more attractive.
But Dolly Parton is…Dolly Parton. An amazing, top-tier singer-songwriter who has accomplished more in her career than 99.9% of the writers out there. The level of respect she deserves puts her in a class with Johnny Cash, Hank Williams, Willie Nelson, etc. Her look may not be the real deal, but her talent most certainly is. And I say this as NOT a country fan.
As a musician, I get it - non-muso’s see her trampy looks over the years and judge her based on that. But that’s like giggling at Prince - be careful, because while he looks like a horse-faced weenie, if you miss that he is one of the most important musicians of the past 50 years, you really come off as clueless.
Oh, and yeah: Bailey.

It was an easier decision when I read the title as “Louie Anderson vs. Dolly Parton.” The fist response about sagging breasts did not alert me to my error, although the failure to mention Louie’s death did.
Do you acknowledge that many well-respected musicians do hold her in that high regard?
I am all for YMMV, but, objectively, she is deeply respected by her songwriting peers.

I really respect Dolly Parton because, more than most entertainers, she never mistook her personna for her true self. She talked to going on vacation once with her husband, and said, to paraphrase, “it was just Carl and me. We didn’t take Dolly.”
Edit, more on point: Loni has a freakishly large jaw, which can be seen whenever her Big Hair is pulled up.
Well I’m gaining a newfound respect for Dolly from her voters. She is very talented, and she does have a great sense of humor - very important in any relationship. I don’t think anyone’s mentioned that.
