I done this song a few hundred times. Always did it as “snuff queen” which I took to mean into cocaine, but since I’m not into the stuff I was never sure. Maybe it’s some Florida keys reference the general public doesn’t get.
I just checked about ten different lyric sites. One said snub ALLLLLL the others said snuff.

So, I don’t see it as him or her settling - I see it as him doing everything possible to show her he cares - but he just wont allow himself to “love” her.
Of course, when he says:

She never loved me back
Both shows that he’s capable, but still ‘heart broken’ enough…
