Magic Hat, Magic Pocket...[book series]

So there’s a book series I had to read when I was a kid, I think it was for teaching me how to read or something, but I can’t remember what it was called…There was a green-and-white striped cover. The star of the series was a guy whose name I can’t remember, IIRC he had no face (just two eyes and a brown moustache), a purple shirt, and a green and white striped hat. He always wanted to help people with their issues and always had something in his magic hat to help them. When he couldn’t find what he needed in the magic hat, he’d reach into his magic pocket.

Anybody know the name?
