You need a specific piece of software to interface your headset to the modem.
Basically, your modem needs to act as an audio I/O channel (as well as a dialler). Your headset is also an audio I/O channel. The software you need provides dialler control, and then hooks the audio bits together. Given that the only place this sort of software is generally used is for call centers, there are other features such as recording and monitoring added, and the software may not be cheap.
Search for Telephony Software - note that this is different from Skype or other Voice over IP solutions, which use a broadband connection and not a modem/phone line.
