I once saw a couple at a fairly crowded beach, sitting on a rocky outcropping with their backs to all the people, romantically staring out into the surf, and vigorously rubbing each other’s genitals for many minutes. It was weird and awkward, but not creepy in the way your guy was.

Kudos for the quick thinking. Even if the police can’t indentify him from your photos, you definitely scared him away. I applaud your presence of mind.

They are, yes. In fact I was quite surprised at the reaction I got. I didn’t know if they would think it was serious but they said it’s very serious and, in the future, if something like that happens again I should immediately call 911. The officer also told me to always carry bear spray even if I think I’m going to a fairly safe and public beach.
He said that, from my description of the events, this was obviously not his first time doing this because he was so brazen about it and that type of behaviour tends to escalate. He said that who knows what would have happened had I not had my phone with me.
You should not use bear spray on humans:
If you’re going to carry a defensive spray get one designed for humans.

Also, if you’re carrying bear spray for bear protection and get attacked by a human, go ahead and use it. But if you want to protect yoursef from a human, get the right tool for the job.
A single person doing something is always creepier than more than one doing that same thing. Walk down the street in a costume by yourself (when it’s not the last week in Oct) & people will give you a wide berth. Have two or more in identical/related costumes, or one in costume along with a photographer taking pictures of costumee & suddenly it becomes cool/fun.
Solo = creepy.
Public sex act = creepy.

I was trying to figure out what his end goal was. That could be it, but he’d have to be pretty delusional to think that’s an effective courting ritual. It’s probably more likely he got off offending and bothering people. Creepy either way.
If he gets off by creeping people out, that’s definitely “nonconsensual sex”
I think he was looking for the right opportunity. You can see in the second picture, his shirt is tucked in, coat zipped up. So he hadn’t found what he was looking for till he saw me, alone, on the beach. I was staying in the same small area because I was looking for rocks so he knew I wasn’t going to just walk past him. So then he chose to come towards me to do his thing. It was definitely targeted in that I fit the circumstances that he likes to use to get his sexual gratification.
There’s one thing that creeps me out the most. At one point he was on one side of me and the next time I looked, he was on the other. That means he walked by me so quietly, that I didn’t hear him. He had to have purposefully walked as quietly as he could, across the sand and rocks. I think that’s what gave him the impetus to fully go through with it.
