In fairness, the one on 17 wasn’t short. And he did make the short par putt. 
The legality, you mean. I mean, there is NO other sport, anywhere, where that kind of crap is allowed, the norm, where people outside the circle of officialdom can influence the results of a sporting event. Lexi Thompson got burned by that a few weeks ago, note: -4 strokes worth of penalties.
