FWIW, there’s plenty of shitty parents in just about every race and ethnicity. There’s also plenty of born in the US Americans who have tan skin and speak Spanish. And, presumably, some of them may not control their kids in public (maybe 'cuz the actual Mexicans are?)
For the same reason the phrase “No offense, but…” always precedes an offensive statement.

Maybe I should have been more PC and said “I hate it when “ANY” Parent doesn’t control their kids”. But today my lunch was ruined by kids (who by the way where Mexican) and their parents. And, it reminded me of other similar insistences.
I don’t believe that all Mexicans are this way. But “PC” or not, in my observations of disruptive kids, Mexican parents are the worst at controlling them.
Like ‘I’m not racist, but…’ this is one of those things I always notice racists doing. bringing ‘green’ and ‘purple’ people into the equation. It’s always like ‘I don’t care if you’re black, white or purple – I just don’t think people from different races should marry!’
