I don’t think it matters, for every ump I’ve ever seen in action has had obvious vision issues. 
Eh, I dunno, as fast as an AR-15 deals damage, if he kills someone with one of out of every 10 bullets, that’s still a lot of carnage.

If it hadn’t been for the mention of the AR-15, which suggests that he would be a willing participant in starting his predicted civil war, I would say that he is entitled to his opinion, even to his prediction, and it has nothing to do with his job. But mentioning what is only a weapon of war puts it beyond the pale of acceptable speech. Like crying “fire” in a crowded theater. It is blatant incitement.
Clearly the solution is to go to robots.
