what other 60s british mod bands were there besides the who? which ones are good? overated, underated?
The Who weren’t really a Mod band, they just wore the clothes briefly. In fact, Mods didn’t have bands much, because they generally preferred dancing in clubs to R&B…So essentially, most of your Motown acts would qualify as Mods’ favorite bands. Having said that, though, there were a number of bands that were sort of “Mod”, some of the more notable being the Small Faces, The Action, and The Creation.
Not 60’s, but The Jam during the mod revival.

The Jam is one of my favorite groups. I would recommend any of their first five albums wholeheartedly!
The Tremeloes?
The Yardbirds? With a pre-Zep Jimmy Page? They appeared as themselves in Blow-Up, and I’ve always thought of that as the quintessential “mod” film. (I could, of course, be wrong on both counts.)
