Stabler from SVU. It’s funny that his name contains the word “stable,” because he often seemed one episode away from shooting up the squad room.
Does Hank from Breaking Bad count? I hesitated on nominating the most sympathetic person on the show, but ultimately, he’s still annoying, even if everyone else is worse by comparison.

I thought about suggesting him. At the start he was an annoying blowhard, but he became much more sympathetic as time went on. So I think early Hank qualifies.

The IA cop from Barney Miller was Lt. Scanlon, played by George Murdock. James Gregory was Inspector Frank Luger, the garrlous old cop who always dropped in to visit Barney.
Anyone on Brooklyn Nine-Nine who isn’t Holt or Jeffords. But especially Peralta and Boyle.
Mike Biggs (gee, could the name be more telegraphic) played by Billy Gardell, and Officer Carl McMillan, played by Reno Wilson, on Mike & Molly. Annoying as people, especially annoying as cops.
May I nominate Banacek? While he isnt a cop he is an investigator and truly an asshole…if an entertaining one.

I’ve been watching that show in reruns lately. Yeah, he’s smug, but he’s also right; and he went to Durgin Park so he’s got some style. And it’s cool seeing Boston in the '70s.
