My sister C. is bipolar II, and she can exhibit some of the same symptoms as you describe in the OP.
C. tends to have more trouble during PMS time - which makes me think that being menopausal is part of your mom’s trouble. Were the dosages of her meds set before she started going through menopause? That might explain some of it.
Some things are important in the management of bipolar, such as keeping on schedules, eating regularly, getting enough sleep. Your mom, having just moved, has had all of that disrupted, no? She might just need a little time to settle down.
C. goes to the State mental health facility here. She has a psychiatrist and a talk therapist. Each patient is different, of course, but C. does better with having both. The psychiatrist prescribes the meds, but the talk therapist helps her to deal with daily life. I’ll join faithfool in giving a plug for CBT; that has helped several members of my family (including me).
Dealing with this is going to take patience and consistency. I love my sister dearly but assisting her is challenging, to say the least. (I’m sure she thinks I can be a pain in the ass as well! ) It isn’t the end of the world, and it can be done.
