Good surveillance camera system that takes photos on motion detection and sends them to your e-mail (there are fairly cheap ones that capture recognizable images, even at night).

I second making it a super cheap rental for military/police. If you can hack paying a portion of the mortgage every month for the next year to have someone who is in uniform in that house it might cause your neighbor to move. Or, you know, have a heart attack. Otherwise you should plant tall shrubs or put in a fence or something to create a barrier between the neighbor and yourself so he is less aware of everything going on at your place. And maybe see if you can pay a couple of big guys to put on suits and sunglasses and eat donuts in a van at the end of your street. That might keep him distracted from your property at least. 
Also, as far as selling the house goes why do you need a for sale sign at all? I recently bought a house and through that process probably half of the houses we saw didn’t have a sign on their lawn, they were simply registered with the realtors or on trulia or whatever. And if you know his schedule (does he go to the grocery store the same time every week? Does he attend religious services or research horrible things the FBI is up to at the library on a routine basis?) you might be able to show the house when he isn’t around, though that would be kind of a dick move to anyone potentially buying the house.
The police chief seems to ignore your legitimate complaints. Can you go above his head?
I echo the surveillance camera idea - at this point, you just need to collect evidence. Mailing a threatening letter “from the FBI” is a hilarious idea, but it probably violates some law that could get you into a federal prison.

Also, locks on all exterior doors. If Crazy Neighbor was able to come over and take stuff at will from your garage, how, exactly, did he manage that with impunity? I cannot imagine a scenario where this would be acceptable unless he had your permission.

You say you hate this guy and don’t want him to affect you, but your actions don’t line up with that. I can’t understand why you didn’t install video cameras years ago. You need cameras, you need a fence, and you need to purchase an air conditioner so you don’t have to open your windows in the hot summer months. The end.

Yet, you willingly live and do business right in those cities, and have generated your fair share of controversy - did you not realize that Hurley Health and Fitness was in Flint, as what were you thinking? If you were so clueless, after presumably being exposed to the extensive advertising and local promotions, to join up, not to mention this is a very diverse community, what in hell did you expect? A fence is not always possible. Due to cost or other regulations. I know a number of neighborhoods and even a town where they are not allowed. If the neighborhood has an HOA, I think I would consider bringing it up with them. Perhaps others have complained too.
I can totally see how someone could come into a garage and ‘borrow’ something without your knowledge. Well, once. When I lived in suburbia, and was working around the house or yard, I would often leave it open while I was mowing grass etc.
As to the other poster that suggested that the OP could just put a fan in the window and ignore the screaming matches and possible abuse going on next door…um no. No good neighbor, or person can or does do that.
The one thing that can be done is Document, document, document. With pictures and dates. Contemporaneous notes can sometimes be used in court.
Perhaps a letter to the City Council about your lack of satisfaction from the police. Do NOT bring up the Chief of Police directly though. Suggest that you do not know where to turn. Again. Document.
And as others have said, talk to an attorney. The cost may not be that daunting for an hour visit, and they may give you some good ideas and options. And it would be another paper trail of your concerns.

I apologize if my original comment came off as thread shitting. It wasnt intended as such. It was a comment as to why she may have had the experiences with her neighbors that she did. I’m well aware of the problems that have plagued Dearborn Heights the past several years.

Wow I have had a couple shitty neighbors in my life but this takes the cake.
I’m gonna third the idea of advertising a cheap rental in local law enforcement or perhaps a local law school program. A couple law students would probably have a great time ripping this guy to shreds and will be getting fabulous practical experience.
