You might want to advise Jeff not to argue with her. He’s not going to convince her of anything, and since she’s under nursing care it doesn’t matter much what she believes. All he can do is upset her. Her life sucks already at this point. Why make it worse?
What Jeff Lichtman said. Arguing gets your mom worked up and won’t get her informed, she’s not processing right.
Make sure that everything she owns is marked: ribbons with her name sewn onto anything which accepts sewing, tabs or taped-on paper or writing on anything else. Does she walk unaided? My grandma’s home puts tabs about the size of those use for corporate IDs on any walkers and wheelchairs: if they’re personal property with the name and picture of the owner on both sides, if company property and assigned to someone, with the name and picture of the person using it on one side and the company’s logo on the other, if unassigned company property the light-blue-on-dark-blue logo crossed by a white band that says “unassigned”.
She is back in the hospital today because of the infection. 
The nursing-home my mum was in before she died last year had similar practices…still didn’t stop my mum from ‘stealing’ everybody else’s walking frames and walking sticks. The staff had to do a raid on her room every few hours to retrieve the purloined goods! 
Hey Foggy…good luck with all the stuff going on mate. Sounds like you’re up to Pussy’s Bow with shit happening, and hope it all works out. Especially with the ECT…I had it done back in 2000 to deal with intractable severe depression, and to be honest it’s been a godsend. If you want, I can PM you with my story, but it’s OK to tell me to piss off as well!
