Not exactly. He starts as Prince - his father is Sadric. And he’s usurped by his brother.

I just checked the Elric Saga, and as of the beginning, Sadric has been “dead a year”. Elric is indeed referred to as the Emperor.

(One can nitpick that it’s Melniboné, not Melnibone, but that’s another story.)
