I believe I read about it here a number of months ago but I can’t find the thread. It’s a film set on the edge of LA I think, from the 1960’s and there’s been an alert that a nuclear strike is about to happen. It involves a cop several other characters.
I read, either here, or on IMDB that you can buy it in a cheap DVD double pack in Walmart or somewhere like that.

No, it’s not that. I think it’s set at a checkpoint and IIRC is in black and white.
That rules out Miracle Mile, then, I guess. That was color and the 1980s.

This is Not a Test is redeemed by one wonderful scene in which the cop strangles a little yappy dog.
Really bad movie, actually. Stilted acting and the only one with the little bit of sense – and knows how to survive the blast – doesn’t bother to tell anyone about it until it’s waaay too late.
It only looked good to me because it was one of four I picked up for $1 at Wal-Mart. The others were Monsters From Space, where earth is invaded by aliens that look exactly like Marty Feldman in Young Frankenstein (and I mean exactly; The Wasp Woman, about a woman who uses extract from wasps to look younger (if you’ve ever seen a horror movie – and even if you haven’t – you’ll know what happens next); and Unknown World, which is like The Core, but with even worse science.
Not too hijack, but Cinematic Titanic released a “Riffed on” version of The Wasp Woman. You can get it from their website.

Talk about low budget, you only see a flash then the horrible reality of common people trying to live normal lives as civilization is destroyed and everyone around them slowly dies. No missiles, armies, scenes of destruction just the drama of human loss and sadness.
