My new neighbor in the house across the street, from what I’ve observed, broke up with her boyfriend a couple weeks ago, and he keeps showing up at her house. She yells at him to get lost and he eventually leaves in a bad mood after hanging around her front door, but he keeps coming back almost daily. There was a police car there about a week ago. How much more stalking can he do before the police do something about it?
Has she filed a restraining order? That’s the next step.

There is not enough information in the OP to determine if it is stalking or harassment. Without living in the house you probably don’t know either. Both terms have very specific legal meanings that will differ between jurisdictions. Regardless of which it is, there is probably enough to get a temporary restraining order. Rules on that differ between jurisdictions too. I could only give an answer for my area. However, the first step would be for your neighbor to want to go further with it. Otherwise the police can only deal with it as a verbal dispute or an unwanted guest.
Surely it can’t hurt, when there is a disturbance over it, for YOU to call the cops also. Puts one more report on it on their desk.
Yes, if you are noticing it, please call the police and report a disturbance. You can also go and talk to your neighbor and find out what’s happening.
