You could confront your neighbors as World Eater suggests, but if you don’t want the hassle of dealing with them, then call Animal Control. They will investigate, and they will also remove the poor little critter. I don’t think you should remove it yourself.
You’re absolutely right, ** World Eater ** , and I don’t mean to imply it’s ** brandiwine ** 's responsibility to move the cat. Just saying that, if it were me, I’d probably get rid of the kitty just because it would upset me too much to look at it. But, of course, the APPROPRIATE people to get rid of the animal are the neighbors, since, as you point out, it’s their property.
Also, ** bernse ** makes a good point - it is POSSIBLE that they don’t even know about kitty; if they haven’t been out in the driveway all day, or something. Or maybe they have spiritual beliefs that prohibit moving a dead body. Though the latter seems a little far-fetched…

I’d call animal control…If the neighbors are indeed aware that this body is on their driveway & have chosen to do nothing about it, they are - IMHO - inconsiderate of their neighbors’ feelings (& potentially their health) at best & incredibly callous, disgusting people at worst.
This story very much pains me, as a little over a month ago, a friend & I found a stray black kitten on my friend’s college campus. It was very hot out & she seemed to have a small cut on her face, so we were concerned.
We stayed up all night with kitty, brought her water, called every animal shelter we knew of. I’m not even an “animal person” - just someone who thought I should help a creature who looked like it needed it.
(FYI, I think she was taken care of by someone who volunteers at a Bide-a-wee type place).
Although I know logically that there are all sorts of people out there, I don’t get how anyone who knew that they had a dead kitten on their property wouldn’t dispose of it, even if not in a respectful manner. Having animal control allows you to avoid any potential disease & has the potential side effect of waking your neighbors up a bit.
