That’s my suspicion. I feel this is the stuff that nobody, including Tolkien himself, thought was worth publishing. And Tolkien’s estate didn’t think was worth including in previous collections of unpublished background material.

Yeah, but there’s some real flakes of gold not to mention occasional nuggets of it, in that material. Or so it seems to me, after having read the entire HOME series, and the two volume Hobbit drafts and analyses.
