Reliability costs a lot, in rockets. You can make a rocket that has an 80 or 90% chance of working, or you can spend 20 times more to get one that has a 99% chance of working. Unless your payload is something hugely valuable like live humans, it’s almost always better to settle for the cheap option, and if it fails, just keep on trying until it works.
