East is north in this photo, but west (into SF) is really west, probably they don’t like branding freeways “West-North” or “East-South.” I think there’s a small triangle that might apply, just south of Emeryville. Assuming that Google’s borders are correct (go to middle zoom level or one more in). I have enough trouble dealing with which direction on the very NESW aligned freeways here; in that part of the East Bay I give up and go by location names/memory.
It’s well known that too much information makes us stupid and impairs driving. In the OP case, at least it’s not an urgent warning, but I can see someone looking for parking and rubbernecking. I know of three that could be confusing:

[li]There is one down the street where the limit is 30mph. So you have two signs about 200 feet apart, and in the middle, a stationary electronic speed limit sign. It starts doing the urgent flashing at 25 mph. Maybe they all work that way and I haven’t noticed, but I don’t see the utility in these nanny controls.[/li][li]I’ve seen this in several places. A divided highway or busy road, thus one way each way. So they plop down a “WRONG WAY” sign right in the middle, but it’s not biased towards the actual wrong way, so it makes me hesitate slightly that I’m not going down a real one way.[/li][li]This one might be dangerous if it makes you spit-take when you see it, but it is truly awesome so I don’t mind. A sign on US-50 at its western end in Sacramento, MD has one too and apparently one/both is/was misprinted and they put 3037 or something like that.[/li][/ol]
