There’s obviously an association between the signs and Obama, but the bear doesn’t necessarily mean what you think it means. You specifically noted that it’s a black bear, but… polar bears are in pretty short supply in NC.
For all we know, the message may be that Obama’s bear policy sucks.
OF COURSE! How could I have been so dumb? A black bear with a bullet in his head, draped in Obama signs is just some fool’s funny-haha joke! About bear policy. Or wasting paper on campaign signs. Headshots are very subtle that way.

I realize that you’re worried because they shot the bear, and I don’t think anyone would dispute that there are rumblings about assassination attempts should he win*. I just don’t think this is necessarily tied into all that. Lots of people shoot bears. The same people don’t normally shoot people too.
*My cube neighbor, a fiftysomething black woman, is actively praying for Obama to lose the election because she doesn’t want him to get killed.
