I’ll guess they are al counties in some state, maybe Georgia or North Carolina, except Harrison. The correct answer must have to do with the names, not the men, since there were two presidents names Harrison, and which one is not specified in the question
You are on the right track, but it’s not either one of those states, and the answer isn’t Harrison. And that’s another clue.
They’re all counties in Indiana except Lincoln.

It was Indiana I was thinking of. Washington-Monroe were the past and presidents, presidents, plus the president-elect, when Indiana became a state, and those counties were actually named for them. Harrison was named for the family that was one of the settlers of Indiana, of which WH was already a member, and which would produce Benjamin Harrison. The rest are just relatively common names and are coincidental, except Franklin-- that one may have been named for Benjamin Franklin, I’m not sure. There’s a Hamilton, a Hancock, and a Henry county, so I’m guessing yes.
But Grant, Jackson and Johnson got their names other ways.
