I don’t think the others are; that’s why they sent the one female vampire in to find a virgin to lure out. As for being inside… I dunno, I think they know where the boundaries of the city are but just can’t see it themselves?

Yes it seems that there are two realities in the same geographic location. Non-virgins [and, apparently, people who think they are non-virgins] can be in the same place as the Virgin City but won’t exist in it and virgins that are at the geographical location of the Virgin City can only exist in it.
Okay, how’s about this:
Only virgins can see or stay within the city. They’re virgins because they think they’re virgins, hence the various things that ‘don’t count’, don’t eject you from the city. If you think you’ve “done it”, then you immediately drop out of the city into the consensus reality of the jaded non-virgins. The vampires have figured this out, and they keep one of their group virginal, the original hottie we encountered in the city. This is why she was stoked to find out about all the things that “don’t count” with our apprentice. Her goal is to kidnap people from the city by dosing them with the potion which makes them hallucinate hot sex and love, as well as, apparently, baby-lesbians. This causes them to think they’re not virgins, and drop out of the city reality and appear - tied and disoriented - in the vampire haunted consensus reality of the post-virginal people. And then the vampires eat them. It’s like having pizza delivered.
I haven’t figured out how she gets out yet, unless she just walks out the city gates.
Just walks, probably. She isn’t known to be the killer and while the guards on the gate were reluctant to let Ivan in, we have no reason to think they refuse to let anyone out.
I wonder if she might yet be Ivan’s saviour: I guess probably not since she seemed to have formed the view he was a trap by the end of the last strip, but then just before that she seemed to have formed a soft spot for him, suggesting she would find another virgin so he wouldn’t be killed.

It’s a hallucinogen that makes him think that he’s in love with “Felicia” and that she’s just over… there. In the woods. Pay no attention to those vampires.
The female virgin vampire used it to try to force him out of the city and to her friends.
Ivan’s vampire lover is a virgin so she can see and exist within the city.
She doses a virgin with potion of girlfriend, they have an hallucinatory roll in the hay which causes the virgin to be non-virginal while under the influence of the potion. They then cease to exist within the city and become prey to the non-virginal vampires waiting at the same coordinates but unable to perceive the city or its inhabitants.
When the hallucinatory potion wears off the virgin once again becomes virginal and IF STILL WITHIN THE BOUNDARY OF THE MAGICAL CITY will disappear back into the city.
Therefore having dropped the virgin temporarily out of the city they need to get him/her out of the city limits before the potion wears off; if they succeed it’s lunchtime.
I wonder if there’s a male virgin vampire with a Potion of Boyfriend for those of us who are not susceptible to pussy?

The strip that gave us the only backstory we have says 24 men, not “24 people”. Which seems to indicate that hetero females and gay males are safe.

Not also that she said her friends would be upset with her if she lost her virginity. At the time, we thought that her friends were other virgins and would shun her socially, but now we see that that’s because, as the lone virgin in her coven, she plays a vital role in their hunting tactics (and who might not see her as necessary or useful otherwise).
