Thats presuming that Mistress knew Ivan would go all gloat when he got shot by the arrow. Remember, she didn’t know what the arrow was or how to stop it, originally. It’s likely she expected to be able to shoot Ivan with it, and then go to work on him with the red hot poker. I suspect the answer to what happened to Ivan ties in to who made the arrow, and why they gave it to Mistress. They certainly never expected her apprentice to be the one to activate it, so Ivan may have inadvertently foiled an assassination plot - which may be how he eventually returns to her good graces.
So, some kind of magical sleep, then, and Mistress hasn’t just gone ahead and iced him. And fortunately our ambassadorial friend is too wasted to be dangerous.

I think it’s the former. The ambassador isn’t very good at switching gears.
It was given as a gift of tribute to the Mistress by one of the nations she rules. Don’t know which one, but it could still be an assassination attempt. The only thing the Mistress would regret killing would be herself. I prefer to assume it was created out of incompetence like the Incense of Wisdom. They did label it as the Arrow of Regret, after all.
