That’s valid for the world and characters within a story arc. The comic is about telling jokes, sometimes with recurring worlds and characters, but sometimes not. There’s no reason to assume Ivan and the duo searching for the fountain of youth could ever possibly meet up (for example). They seem to be from very different times and places. Trying to link all of the situations and characters in the comic to the same milieu is a fool’s errand.
There seem to be at least three major continuities, and many minor ones. You’ve got Mistress/Ivan/etc., you’ve got Grier/Shapeshifters/Vanka/Ice Queen/Dude Out for Justice/Allegorical Allegory, and you’ve got King Skull-of-an-enemy/Polymorphing Wizard/Kronar. Plus minor recurring characters like the Explorers, Oglaf, and the Labyrinth King, but I don’t think they’ve crossed over with anyone else.
Will we ever see any more crossovers? Probably. There’s speculation that Grier was the Son of Kronar (in which case we can at least say that the comic does not have unity of time), and I wouldn’t be shocked to see one of those cross over with Ivan at some point, but it hasn’t happened yet.
I’m pretty sure that Florida doesn’t have magical fountains either.

I didn’t get it at first, both because I missed the tie to Valentine’s Day and because I misunderstood “words of obligation” as being words that cause obligation rather than words that result from obligation. Once I understood the joke, that it’s making fun of the fact that you kind of have to tell your partner how much you love them on V-day, so it doesn’t really mean anything and isn’t actually romantic, I thought it was pretty funny–or would have been if I had gotten it the first time.
