It’s making the rounds of the Internet as “somebody dragging a dead body into a lake.” I’m… skeptical to say the least (especially since it’s daylight in an urban public park), but I’m unwilling to wade through pages of commentary to figure out what it really is.
Just water on the planks. Notice how the wood is slightly reddish, even where it’s dry? When it’s wet, it turns that darker color. That’s also why the variations in shade neatly match the lines of the planks–blood, paint, alien ichor, or whatever would obscure those lines.
I saw someone mentin a dog. If a dog had jumped into the lake, then padded onto the platform before shaking itself dry, that’s the kind of pattern it would make. I can’t see a dog in that image, but then I can’t not see a dog either.
…I read the OP, and my first thought was “MURDER!” And then my brain thought of the scene in Hot Fuzz where Doris says “murderrr!” in a funny way! So I went off to the internet to find that scene. And I ended up finding this version of the scene, which was in what I suspect is dubbed into German, which made me laugh. So I’m sharing here for no particular reason.

No. Based on the points stated here and in the Snopes link, beyond the shadow of a doubt that IS NOT someone disposing of a dead body. So, *FALSE *is entirely justified.
It seems obvious to me that there are two people in the picture. One is by the railing, but the other is in front of him. Check the shadows, and you will see two different human shadows.
