Israel could theoretically forcibly relocate those people instead. This would still result in international outcry. Some country would have to agree to accept them. It is a considerably more expensive, complicated and longer process. The ‘relocated’ people would want to come back.
Other than morality, it makes sense to just kill them.

That’s a very rosy interpretation. Of course, Trump didn’t say anything about Palestinians getting to live in Gaza. What he said was relocate them to other countries, and that they wouldn’t want to return.
Even if we go with your plan, it lacks a little something in the way of political independence and autonomy for the Palestinians. It doesn’t do any good to rebuild Gaza and make a resort for rich tourists if the territory runs under Israeli control. And if it is made into an independent Palestinian territory, what laws will they enact that might make the resort idea less appealing. They might take a page from Saudi Arabia and designate the resorts as special areas, but his far would that go?
Who’s to say the Palestinians want a rich tourist resort surrounding them.
Any concept of an idea of a plan needs to start with the desires of the Palestinians.

I wonder how much it would COST to construct, from scratch, in a limited amount of time, a middle class city with enough housing, roads, utilities, hospitals, schools, and supermarkets to support TWO MILLION people in middle class prosperity.
I’m thinking the number would be in the trillions, and I really don’t see it as being compatible with an AMERICA FIRST agenda.
