The TSA mandate was announced in January 2021, though U.S. airlines have required passengers to wear masks since May 2020, a few months into the coronavirus pandemic.
So it looks like it was originally just the airlines (who absolutely have the right to do that, let them sue the airlines and see if they ever fly again), and then mandated by President Biden via TSA.
eta: having scanned through your cite, FAA certainly seems to have authority over airplanes. Perhaps TSA’s authority is only over airports.

Ford is building a massive plant in Tennessee, 15 minutes from the small town of Mason. Mason is majority black, but for most of its history, the entire city government was run by white people. The entire white government was recently replaced due to massive fraud, even though the state government approved their budgets for the entire time the white people ran it. Now that black people are running the town, the state has told them that they are going to need to give up the town charter, due to a pattern of badly run government. Giving up the charter basically wipes the town off the maps. The state officially took over the town yesterday despite the town government’s objections.

Read the boingboing link. AFAICT, blockchain is about creating unique digital entities using elaborate, intense computation processes – similar, in some ways, to pgp encryption keys. The rocks are made this way and “exist” as unique abstractions. It is not a game in the sense of a Farmville or WoW, far nerdier than that. I think you need a pretty high-end GPU to keep up.
