A 73 year old Johnston County Commissioner arrested for indecent liberties with a 13-year old child. The article doesn’t specify, but his campaign materials stress that he’s a Christian, Conservative Republican.

What does “indecent liberties with a child” mean in legalese? It could mean anything from exhibitionism to rape. Is there a strict legal definition for the term?

Granted I’m not a lawyer, but this is how I read it.

If someone is 16 years old and tries or succeeds in committing a sexual, lewd, or lascivious act with someone who is 11 or younger, they’re guilty of taking indecent liberties with a child.

If someone is more than 16 years old and tries or succeeds in committing a sexual, lewd, or lascivious act with someone who is at least 5 years younger than they are, they’re guilty of taking indecent liberties with a child.

I’m guessing the acts in question can be anything from exposing yourself, being a peeping tom, feeling up the child or having the child feel you up, all the way up to actually having sex with the child.

That would be 14-27.23. Statutory rape of a child by an adult at minimum. Too long, really, to quote, but you can read more here (PDF warning).

That’s going to depend on the case law of North Carolina. What they define as immoral, improper, or indecent and lewd or lascivious is for the courts to decide.

Likely depends on the social prominence or wealth of the accused.

Yeah, Irvin totally capitalized on equating The Police Murder Of George Floyd unrest with BLM and the simple concept at the core of BLM. Which, IMO, was weird for a Black guy to do.
