Zollern does mean “toll” from what I can tell, though of course meanings can depend on context. For example, “fly fishing” generally does not involve extending a fishing rod from the fly of your pants.

I don’t know the exact law, but yes, crime suspects or accused people are usually only referred to by first name and last name initial in the press in Germany. The police also never releases mug shots like in the USA.
