TBF, I’m not sure this person qualifies as a “stupid MFer”. She obtained in Kenya, apparently legally, some samples of dried wild animal excrement, a material that is fairly routinely used for making art and/or jewelry in some traditions. She properly declared the item on entry into the US in accordance with customs regulations, and although she was not allowed to bring it in, the officials found that she hadn’t committed any violations and are not subjecting her to any penalties or fines.
You might argue that it would have been smarter for her to try to obtain a permit for the poop import before returning home, but I don’t think that her legally compliant choice of action was really dumb or unreasonable per se.
(Assuming you’re not just calling her stupid for seeking to use animal poop as an artistic medium in the first place, of course, which ISTM is a matter of opinion. Of course it would be stupid not to sterilize any such material carefully to prevent disease transmission in the items for sale. But that said, I don’t think it’s necessarily any stupider to use excrement in art than to use, say, skins or bones or feathers. All animal parts and wastes are by default filthy and need to be properly cleaned before using as an art medium.)
Fwiw, I think she probably could have had it gamma-irradiated and then brought it in. Kills pathogens and seeds. Which I know from watching episodes of low budget “Border Security” reality TV show on youtube.

Apparently Africa also has stores but the others are gone.
Canada and Europe have some stores called Toys R Us but they were actually sold to another company, so they just have the name. I guess that’s also the case in parts of Asia.
Macy’s has ToysRUs toy areas in some of their stores, but that’s a sad imitation of what their stores were. Walmart and Target have expanded their toy offerings in recent years, but in no way match the variety that ToysRUs offered.
A friend of mine studied a little Russian. He told me that the backwards ‘R’, as in the Toys R Us logo, is the Cyrillic letter ‘ya’. We took to calling the store “Toys Ya Us”.
