It’s awful. There are entire parts of town that myself (and others that I’ve talked to) avoid as much as possible because of it. There’s a few places that I’ll overshoot on the freeway and backtrack to spend less time on surface roads. It’s very common to see people flying through red lights and stop signs. Going nearly 90+ and weaving through traffic on busy roads and doing exactly what you saw in that video.
Even people that live in those communities, that historically would rather the police just leave them alone, have been practically begging the police to spend more time in the area and start pulling over more reckless drivers. IIRC, the Milwaukee Public School system started offering Drivers Ed as a class. It sounds stupid, but if you’re going to steal a car, they at least want to make sure you know how to drive it.
Also, a lot of these people are really young, like 13 or 14.
If you’re familiar with the Kia Boys, this is where they got started.

Someone runs a red light, hits a cop (this ones kinda interesting. It shows the POV from their body cams as bystanders roll it back onto it’s wheels )
Stolen Kia splits in half when it hits another car at 90mph. Driven by someone now in the juvenile system (so under 18, but I’m guessing under 16 too)
Run a red light, hit a cop (and some other traffic).
Some places along these roads have started installing stanchions to protect the customers inside the buildings.
Individually, these aren’t a big deal, but this is all the time. As far as the Mayor doing something about it, he’s been saying that for a while now.
