Here is a hint: it is still a straw man from you, funding was found for that emergency, and more came later as congress saw that there was indeed an emergency there.

Ditka is stuck looking only at the construction funding rules as if that was the only source of where money could come in an emergency, as the flu case showed, that is not the case.
