How this guy was allowed to operate a motor vehicle after that many citations and temporary commitment is incredible. Long ago, all of his cars should have been impounded to keep him off of the streets. His violent behavior easily should have served as additional cause for the judge involved to order his being kept for further observation.
The system failed Mr. Stokes rather badly.
Two dangerous drivers. Two dead men. Although I must say I’m glad I live in a place where people can be confined against their will through a Mental Health Act, I wish somebody was more vigilant in keeping those with no license, and drunks, off the street.

First thing I thought of when I saw this thread was that article. Good choice. Excellent writing.
Personally, I wouldn’t have called Stokes DUI, but then things are different here. I found the writing rather long-winded and waffly.
Actually, with a blood-alcohol level at twice the legal limit, he probably would’ve been charged with DWI, not DUI.
I hope the authorities rule this a justified shooting by the officer on the scene.
