I have discovered that my mouse has a maximum movement speed well below that which my hand can move. A quick flick of the wrist that should bring the cursor (or crosshairs) to the other side of the screen will stall in the middle if done too quickly.
I have a Logitech Wheel Mouse, you know, the typical nondescript blue optical mouse. (2 buttons and a scroll wheel) Logitech’s site lists “A 2X optical sensor-up to 800 dpi” as the business portion of the mouse, which I assume is the source of the problem. Have I reached the upper limit of my mouse’s capabilities, and if so can I get a more able mouse elsewhere?

I´ve never noticed it in almost two years, I have to move it really fast to get that glitch. Are you sure that´s really an issue?
I have the same mouse and the same thing happens here. I suspect the problem is the sample rate of the mouse’s sensor, not the resolution - if the sensor sees a completely different picture from one frame to the next, because you moved the mouse too far in between samples, the mouse can’t tell which way you moved.
I don’t know if there are more sensitive mice, but you might be able to work around the problem by just turning up your mouse speed, so that less physical movement causes more on-screen movement.
